  • Who should apply?

  • Which method of applying is best for me?
    • We have provided applicants with two different and separate application submission methods, including a Request for Application (RFA) format and an Online Application. Similar in format to traditional funding applications, the RFA allows applicants to respond to all application questions in an open narrative format. The Online Application provides an alternative structure, allowing applicants to respond to questions through individual text boxes. Pick whichever format you are more comfortable with and only submit your application using one of the two formats.
  • It looks like there are differences between the online application and the traditional application. Is there a preference on which method innovators use to submit their application?
    • The only difference between the online application and the traditional proposal submission is the format in which the applicant prefers to respond. Although the language differs slightly between the two formats, the actual questions are asking for the same information. Applicants responding to the online application will respond to our questions through text boxes, and applicants responding to the Request for Application will provide their answers in a narrative format. We do not have a preferred format, we simply ask that applicants review both formats and pick the option that works best for them!
  • Does iTP3 fund ideas or programs at any stage of development?
    • Yes! Even if your program is still in the idea stage, we want to hear from you! We plan to fund programs at all stages of development.
  • I need help understanding what is required for my application. How can I learn more?
  • When are applications due?
    • All applications, including traditional proposal submissions and online submissions, are due by 5:00 PM CST January, 30, 2017.
  • How many awards will be given out during the second round of funding?
    • For the second round of iTP3 funding, we will be awarding 6-8 Innovators.
  • In the proposal, should we make plans for a project that will last a possible of four years (the remaining iTP3 project period), or should we only plan for one year?
    • We will be funding projects one year at a time, so your work plan only needs to reflect 12 months of program development activities; however, there are additional questions within the application that ask for additional information related to future program outcomes.
  • If my organization is funded, do we need to reapply for iTP3 funding every year?
    • Yes, Innovators interested in additional iTP3 funding to continue the development of their proposed program beyond the initial 12 month period should reapply for funding.
  • Can an organization submit more than one application to this funding opportunity?
    • Yes. But, the each application must represent a different teen pregnancy prevention program.
  • If we are applying to transition a promising idea into an innovative teen pregnancy prevention program, are we expected to completely develop the program by the end of one year of funding?
    • No, it is up to each applicant to determine the work plan activities that can be accomplished within the 12 month funded period. You can apply for future funding, through the iTP3 project or another funding source, to continue the development of your program.
  • Can a project developed with iTP3 funding be tested in the future through an alternative funding source?
    • Yes, you can develop a program with iTP3 funding and subsequently test the program with alternative funding. Funding from two or more sources cannot be used at the same time to support the same activities; however, receipt of iTP3 funding does not preclude future program development or future evaluation activities. If your project development efforts are successful using iTP3 funding, subsequent efficacy and effectiveness studies using other sources of funding would be ideal.
  • Can US territories apply for iTP3 funding?
    • Yes. State and local governments or their Bona Fide Agents (this includes the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, the Commonwealth of the Northern Mariana Islands, American Samoa, Guam, the Federal States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau) are eligible to apply.

 

 

Application Budgets

  • I need help creating my budget. Is there a template that I can use?
    • Yes, in fact you must use the budget template provided here.
  • How much money will be awarded to awardees?
    • Award amounts will vary depending on the proposed project, however, applicants can request up to $100,000 for the 12 month funding period.
  • What is the maximum allowable indirect rate?
    • 45.5%
  • Can you explain the indirect rate allowed?
    • Many organizations have a federally negotiated indirect rate, which covers facilities and administrative costs. If your organization has a federally negotiated rate, you will use that. If you do not, you can calculate your facilities and administrative costs, and include those direct costs in your application. Your indirect cost calculation must be described in your budget narrative.
  • Are the indirect costs on top of or built into the $25,000-$100,000 costs that may be awarded to grantees? For example, if a project is awarded at $100,000, would the total costs be $100,000 or $150,000 with a federally negotiated rate of 50%?
    • The indirect costs are built into the $25,000-$100,000 that may be awarded to grantees. The total cost for a project should be $100,000 or less while including indirect costs.
  • Does the federal cap on salaries apply for the iTP3 budget?
    • Yes, it does. The federal cap on salaries is currently $185,100.

 

 

Miscellaneous

  • Can iTP3 funding be used in any way to support evidence-based teen pregnancy prevention programs?
    • No. iTP3 funding does not support the recruitment, retention, adaptation or replication of evidence-based TPP programs.
  • Where can I get information regarding current teen pregnancy prevention efforts?
    • Currently, there are over 35 evidence-based teen pregnancy prevention programs that have been identified by the U.S. Department of Health and Human Services Teen Pregnancy Prevention Evidence Review. More information on these programs can be found here.
  • What kind of support from iTP3 can I expect if I receive funding?
    • In addition to funding, the iTP3 project team and subject matters experts will provide awardees with capacity building assistance related to the development of their innovative teen pregnancy prevention program.
  • Can I still apply if I do not submit an Intent to Apply through the iTP3 website?
    • Yes, you are still eligible to apply. Submitting your Intent to Apply helps the iTP3 project team to prepare for the application review process; however, it is not a requirement.
